PROBLEM STATEMENT
The second assignment is the selection of a research topic as well as the identification of an objective and
intelligible research question. The students must choose an issue relevant to public administration or
management sciences, and identify the general problem they will analyze the course of the semester. Please
submit a general project outline in attachment to your submission.

LITERATURE REVIEW
The purpose of the Project Proposalâs second chapter, the literature review, is to locate your study within the
context of a broader professional/scholastic literature.
Here are the steps to conduct a comprehensive, critical analysis of the scientific literature on a topic:
⢠Identify a research topic or general problem, and state it clearly and concisely (this was assignment 2âs
purpose);
⢠Conduct a comprehensive and thorough literature search of scholarly and professional journals and books on
this topic to identify the key sources that relate to your topic.
⢠Analyze these articles (or chapters): identification core themes, dimensions, variables/indicators, and eachâs
main results.
⢠Write a critical analysis of the literature, summarizing the themes found in the literature and using the sources
as support (this is not an annotated bibliography â nor a summary of individual articles)
⢠Formally cite all references according to professional standards and APA citation style guidelines. Note 15
scientific sources must be cited in the text and listed in the references list. You must provide a comprehensive
bibliography (list of references) in APA.
Evaluation criteria:
(1) Structure;
(2) Quality of the synthesis: (Clarity and rigor in reporting the content of authorsâ research and objective
reporting data from these scientific sources;
(3) Quality of the analysis;
(4) identification of limitations in existing research;
(5) Clear articulation of a research gap.
This assignment represents 25% of Overall Course Grade
Minimum; 5 pages (double spaced) pages.

Please include a cover page and a table of content. You are also asked to attach your notecards or your data
extraction matrix in appendix to this assignment.
