Public opinion

Public opinion is defined as the collective evaluations expressed by people on political issues, policies, institutions and individuals. Public opinion can also be defined as the complex collection of opinions by many different people and the sum of all their views. Discuss whether or not public opinion is actually a governing force as stated by Abraham Lincoln and whether it has an actual function in the political sphere and a democratic society.
