Drug testing policies in place for students-athletes

School districts are not required to have drug testing policies in place for students-athletes or others. They are, however, permitted to do so under circumstances outlined in the Acton case. As a policy matter would you support such a policy? What kinds of facts might persuade you that such a policy is necessary? What would it have to look like to be legally acceptable after Acton?
